Before hanging my wallpaper which was 10" in width, I took a wooden block wrapped with sandpaper and sanded the textured-paint off of the wall (9.5"). I applied a primer/sizing/adhesive to the wall and then put up the border. The bottom .5" did not hold well, but the rest of it did. It looks just fine now and if it had looked bad I would have gone over the bottom .5" with a wallpaper adhesive (you can buy this in a tube). I did wait a full 30 days for the paint to dry, and I was glad that I did.
