You must remove it before you paint. Very easy to do. Pick up wallpaper remover at your local hardware store. I mix mine strong. Using a spray bottle, wet the paper and let soak a while. Spray again, wait just a few minutes and it should come right off. Be sure to rinse wall with clean water to remove remaining glue. Good luck,Ron J.
