wall texture

I bought about a 10 year old home. I am in the process of removing the wall paper. The steamer did not work well so on advice of a neighbor, I used a wall paper remover chemical. This is doing a good job, however, in several spots, the first layer of the paper from the wall board has come off. this has left bits of ruff paper on the surface. My question is....with the small peices of paper, will this effect the putting on of the texture or do they re-seal the board first laying down the bits of standing paper?
