wall painting mistake

Our house had flat white paint on all walls; I wanted to change the color of the wall and the man in the paint dept told me to use a satin finish, since it is in a hallway and up the stairs and could be cleaned with a damp clothe. I put a coat of Kilz (oil base); let that dry for a few days and then rollled a coat of latax satin finish cream and let that dry for a day. After it dried, some "patches" appeared that looked "dry" from an angle. I lightly sanded that area and cleaned it off good. Then I rolled another coat over that wall. It looks awful!It is roller streaked and patchy looking. Also, it has tiny particles on the wall. What do I do? Is it the paint, the roller or what? HELP!!!!
