Wall building

I have 3 tier retaining wall about 40 feet long. The bottom tier is 4 feet and straight the second tier is 3 feet and leaning out about 5 inches. the top tier is 5 feet and leaning about 3 inches. The previous owner says it has been this way for many many years.

My question. Would it be safe to build a leaning stone wall in front of the existing wall instead of having it removed? If proper drainage is included in the building will the new wall hold up?
