Wall Anchors VS. Steel beams for reinforcing masonry walls

I am in the process of buying a home. The home is 8 yrs old. During
the home inspection a crack in the morter joint at the frost line was
noted. The wall is bowed approx 1/2 inch at the crack. We had estimates from
two companies. The first company specialized in wall anchors. The second
company specialized in steel beams, both methods used to reinforce the wall.
The wall anchors cost $2400 for 6. The steel beams cost $1050 for 3.
Is there a recommendation on which method is better. I am inclined to
go for the wall anchors. Is this the better choice. Any suggestions?
