You'll most likely have to wait until the thaw unless you've got the energy to dig through the frozen ground now. But before next winter, you might want to raise the grade over the line, from the approximate center of the line out to at least 6 feet either side of the line, raising the grade such that the pipe is buried sufficiently to avoid the same problem next year. In your area, the frost line is supposed to average 54" below grade, but can be deeper in an especially cold winter.
