Maggie, you should be just fine nailing directly to the lathe and plaster with a brad nailer, but since it's often hard to keep your nails on lathe boards I'd keep my nailing to a minimum and rely more on a construction adhesive, which will help you get a solid bond to the wall. If your top rail is grooved to overlap your wainscotting, this too, will help keep it in place.
