VISIBLE STEEL BEAMS vs. CUT INTO BLOCK w/REBAR & CEMENT

I have a freeze line crack that horizontally runs the entire perimeter of my block foundation basement. One of the walls has a bulge that is 1-1/8" to 1/-1/2" (in some locations) that needs to be shored up. After several quotes ranging from $2,000 for placement of 4 visible steel beams to $2,500 for the cosmetic approach (rebar/poured cement) to $2,900 for 5-6 visible beams. I'm confused as to what is the best approach and cost in Cincinnati, Ohio. I believe due to the drought we had this past year, business is booming and I may be stuck (cost wise), but what about repair-wise? I'm in the process of selling the home and want to do the least amount ($$$) of repair that I can (ergo, no outside stuff)! Please help.
