Vinyl siding

I am a homeowner. I bought my house last December. After going through a full cold/hot cycle in the seasons, my beaded vinyl sidings are starting to have this wavy look to them. I am trying to get the builder to fix it. They have already taken down parts of the sidings on the house. What we found underneath is that the Thermo-Plys have hills and valleys in them. The builder is currently replacing those sections. However, they won't replace the other parts of the house where the sidings are wavy because it is not as drastic as the parts that they have replaced. They said it is normal for vinyl sidings to look that way because it expands and contracts. And that vinyl sidings will never be perfectly flat. Is this true? And to what extent? There are parts of the house where the sidings are no longer parallel because of the waviness. And yet, the builder still argues that this is normal. The waviness makes the house looks really bad.
