Vinyl problem

The first problem is that the floor was put over an existing vinyl floor, this is a problem because a couple things could go wrong.
1) The adhesive didn't stick to the existing floor in some spots.
2) The embossing in the floor was filled in with a filler and the filler popped off the existing floor and the new floor is glued to that.
3) The floor has released from the glue in a couple spots and needs to be reactivated.

SOLUTIONS
1) Fill a syringe with glue and inject into the bubble.
2) Fill a syringe with glue and inject into the bubble.
3) Heat up the bubble with a hair dryer and put a heavy book on the spot, or Fill a syringe with glue and inject into the bubble.
