Vibration/moan/whine when toilet tanks fill

We recently moved into an 8-yr-old home. It has two bathrooms, each on a different floor and each at the opposite end of the house from the other. The basement toilet is adjacent to the utility room and below the kitchen.

Whenever either of the toilets is flushed, there is a loud vibrating noise from the floor of the 4-seasons room (where the pipes are in the unfinished ceiling of the utility room). The vibrating noise tapers off to more of a moan and then a low whine as the toilet tank fills. This noise does not happen when we run water in the bathroom sinks or tubs, nor when we use any water in the kitchen or utility room.

It seems to only happen when the toilet tanks are refilling with water, but it seems odd to us that BOTH toilets do the same thing, especially since they are not one above the other or back-to-back.

Any suggestions on what we can do to stop this annoying, embarrassing and possibly damaging vibrating?
