Vibrating water pipes

the water pipes vibrate terribly! Sometimes lasts minute and a half,it didn't happen until Dept.of Water and power started working on the street.And the vibrating seems to shift to different parts of the house.Reminds you of a exaust pipe vibrating under a automobile. How can I stop this annoyance? Is it expensice? I have to turn off main water knob to stop noise. obviously no water in house. What exactly needs to be done to stop problem? please be detailed if possible. Can pipes possibly burst if it continues? Please help! I don't want to be taken buy shady plummers.
