venting water heater

I recently purchased a home that needs to have the water heater revented. Currently it vents into the chimney and out the house, but the city inspector wants it to vent into the boiler vent and then into the chimney. Unfortunately our boiler vent is really low, so we would have to revent it so it can meet the water heater vent at a rising (rather that decending angle) angle before it hits the chimney. Does this sound possible with our being extremely expensive? In addition, the private inspector we hired suggested that we vent the water heater separately out one of the basement windows? What are your thoughts on this? Also, who do I call to do this and to get an estimate? HELP!!!
