A true vapor barrier is not meant to go overhead. Water damage can occur when the moisture builds up because it has no where to go. What happens then is dpendent on what type of ceiling you have, Drywall or plaster. Foil faced insulation can be used by stuffing it in between the ceiling joists face down.
