vapor barrier in the north country

I just bought an old house with sawdust insulation. We've got a big remodel job planned beginning this spring, but am getting lots of conflicting advice on how I should go about vapor barrier and insulation. We're adding two dormers to the second story, and the roof will need to be insulated (there's none there now). It has a 12/12 pitch and aluminum roofing. Does anyone out there know a good rule of thumb for arctic or cold climate vapor and insulation??? And Bob, have you ever done a remodel or new construction in Alaska? We're sort of special up here, and even the contractors I've talked to disagree on how things should be done. Any advice would be appreciated! Thanks for your help!
