Vapor Barrier

The age old question, I'm putting up walls on a daylight basement against concrete block. I,m waterproofing the block, and using pressure treated wood, But everybody has a different idea about the vapor barrier going up against the block or before the drywall. The temp here averages 40 to 75 degrees. I had a contractor tell me because its concrete it should go up against the block, any help?
