Vapor barrier

Tanya, as a general rule, the vapor barrier needs to go on the warm side of the wall, floor, ceiling, etc. Between the wall covering (plaster, drywall, etc.) and the insulation. Not between insulations. There could be exceptions to this but I don't know of any. I don't want to get into your business but why are you removing the stucco? Is it good or bad? Is there insulation in the wall now? Good luck
