Vacant lot

After inquiring into a vacant lot we're interested in, we learned the lot may have been used for dumping (household). The home that was built adjoining this lot recently had a significant settling problem, and the entire foundation had to be reinforced (to the tune of nearly $100K). The other adjoining home has had no problems. The lot (.66) acre is heavily wooded with a gentle slope away from the road. What test(s) can I have performed to determine what "lies beneath"? If it is determined that there is decaying debris underneath - is it feasible to doze out the suspect area and re-fill w/dirt?
