use of Durabond 90 on plaster where splash board removed

My kitchen counter was replaced and the man spread a thin coat of Durabond 90 over the plaster where the splash board had been glued. He did not remove old glue. He said wallpaper man would sand Durabond and it would hold wallpaper,
is this correct. THanks
