Upstairs hot, downstairs not

Appreciate your information. I have another question on the same issue. Is it some knob or bolt that we need to adjust in the basement to
increase the amount of return air vent that I have downstairs. In my case it is not a new house. The knob that I am talking about is on the metallic tubes through which hot air travels above the heater in my basement.
