Under sink water shut - off won't work

I have a dripping kitchen faucet and was going to take it apart and replace some parts. When I went to shut- off the water under the sink , the hot side shut off but the cold wouldn't. I turned that little wheel under the sink several times -Every time I turned the wheel off and checked the water, the stream would run dark for a few seconds then clear up - Then when I turned the wheel back on the same thing would happen. I gave up and just turned it all back on -- now my water pressure is too low on the cold side. Is there an easy fix or should I give completely up and call a plumber? If anyone can help me -- please give full instructions because I don't have a clue what I'm doing :-)I'm assuming I would have to start by shutting off the main water thingy at the street ....
