tying in framed wall to cement block house

We recently purchased a cement block house. The carport, which was just an extension of the original house (long flat-faced ranch-style), was enclosed at some point, and has a 12"wide x 15'long wooden header spanning the entire front. From what we can see, there is just a metal "strap" around the end of the wooden header supposedly attached somehow to the block where the header meets the house. Are there any additional fasteners we could use to strengthen this joint? Also, we plan to put at least a double stud under this end of the header for support, but what is the best way to tie the studs to the block wall?Thanks for any advice.
