Mary, "Hi",
Your best bet it to run chichen wire below ground.
about 2' to 2'6" and above the ground for about 12" or so.
It will mean some spade work but it does help.
You can buy a roll of chichen wire about 3ft wide and as long
as you like, dig down along the outside of your fence, about
2' and lay in the c/wire then back fill, you can fix the rest that
is above ground to fence. and that should stop them.
PS: by the way, you did not say how big your pets are ??
If they are the small ones dinnerplace size it should work.
if they are bigger then we will have to re-think.
