Try Sanding

Ask the paint department of your home improvement store for the hand sanding equipment for paint prep: an approx. 3" x 8" sanding head that screws onto the same kind of pole as as paint roller, the pole, and precut sandpaper were all available at our local Home Depot (some in lumber, some in paint, go figure). You can purchase this all for less than $30. By lightly sanding, you can remove most of the peeling paint without going into your walls. Not quite sure you could get all of it.

Before repainting, clean the walls with a damp sponge to remove paint dust. Primer might also be a good idea.
