I have found a way to prevent the problem when mudding over drywall {blistering of torn paper).
First remove any of the top layer which is the light colored paper that was loosend during wallpaper removal. A thin bladed scaper works best. After removing loosened paper then apply clear acrylic floor wax (Future) to torn areas with a sprayer. Saturate well and use a paintbrush to smooth down the areas. If any of the top paper appears loose, remove it at this time as this will only seal the second or dark colored paper. Allow to dry over night and then it may be primed or mud may be applied at this point
