Are you using a good digital multimeter or an analog volt-ohmmeter that you kind have to determine the voltage depending on the scale you are reading from? My bet is that it is really about 220 volts. you can't really condition it to 220..only the electric power company can....What was the outlet used to power previously? With no power being drawn from the outlet, it concievably could be higher voltage but as soon as you plug something into it and turn it on...that will tend to drop the voltage some....If you are really concerned that it is really too high of a voltage contact your power company to tell them they may have a faulty transformer feeding your circuits!
