That is sounding more and more like bad toilet flapper valves and ballcocks. The change in pressure from static to moving and vice versa causes the ballcock to leak a little, then it balances out by leaking by the flapper or through the toilet overflow which then causes more water to flow which then accounts for the delayed reaction. Put new fluidmaster parts in. They are less than $10 per toilet.
