Scott, how old are your toilets? Are they 3.5 or 1.5 gallons per flush? The early 1.5 gpf toilets were not all that good. The manufacturers THOUGHT that they had the answers and, in reality, they didn't even have the questions. Since the time when the change was mandated by congress about 10 years ago, they have gotten much better. A change MAY be in order.
You might consider replacing the toilets yourself, since this is not a real big job and there are plenty of places on the web with instructions.
For what it's worth, the tool that he probably used to clean your toilet trap is called a 'closet auger'. It's a short version of a snake and made to get stuff out of the 'P' trap part of a toilet.
