toilet tank will not stay full of water

Hopefully someone has experienced this before: the tank for my toilet does not stay full of water after being flushed. In order to make it work, I must take off the tank top, and pull up the trip level so the tank can fill with water. I then hear the tank filling & it stops when at the appropriate height. I'm then able to flush the toilet, but if left without use for a few minutes, the water level drops in the tank again & the process must be repeated. I'm not sure if this is a flush valve problem, or something with the arm. If anyone has any suggestions, I would greatly appreciate it.
