toilet seal

I've just had a new tile floor installed in our bath. The installers removed the toilet themselves, retiled then informed me that the previous floor tile had been laid UP TOO the toilet and they went under it, but did not reinstall the toilet. As a result, the toilet is now about 3/8 " above the pipe. I used an extra wide wax ring upon installation but am not sure of the seal. It sounds different when flushing and does not flush as well as before and seems to be a bit restricted when tissue being flushed. Could I have used too much wax to where it may have squeezed under the flange and blocked the waste pipe.
