TOILET BOWL STAIN AND REDWOOD STAINS

Dear Bob,
The inside bottom of my toilet bowl is stained from not flushing it often during drought times. What is CLR?
How do I get all the water out of the bowl? When I turn off the water to the tank and flush there is always some water left.
Do I have to put in a new toilet to get rid of the stain?
My house has redwood siding. I have always used Olmpic redwood stain. Recently a small piece of the redwood turned black, perhaps from over zealous power washing. Also the bottom of the garage door has becomed discolored, perhaps from rain. How can I get rid of these discolorations before I restain?
