Hi Terry,
It sounds like to me that you don't have enough water in the tank.. You can adjust the water level by,

1. slightly straightening the rod that holds the ball float.
2. Sliding the adjuster clamp up the shaft of the flush valve.
3. Some have a screw that adjusts the water level.

One of these ways may work depending on what your toilet is equipped with. Which ever way you do it, the object is to give the float the freedom to travel a little higher so the water level can increase giving you a little more water and power for your flush...
