one of two things:
the flapper is not getting a good tight fit against the opening at the bottom of the tank.

the verticle pipe or overflow pipe is too low and water is dumping over the side of the pipe.

The water level is set higher than the pipe. this can be adjusted so that the level is below the pipe by the flowmaster float adjustment or the float itself.
