Scott, The simpilest way to determine if the toilet is at fault is to pull off a Big wad of paper, pour a 2 gallon bucket of water in the toilet bowl and observe the flush. If the flush is good then the toilet tends to be at fault. In my locale a toilet can be had for $35.00 complete-
wax and all. But the waterways and trapways are substandard. They come from Mexico. You may also have what is called an offset flange that holds the toilet down via floorbolts. Many of these have such "sharp turns" they collect feces and paper. Has it ever worked? Is this a new home? Look at the name of the toilet, between tank and seat, or inside tank or lid.
