Steve, it sounds like the cedar is far enough gone that re-siding is your answer. Individual boards can be replaced/repaired, but it is a laborious job to get all repaired and prepped properly to avoid a continued problem.

Properly maintained and sealed, cedar should have a much longer life, but it sounds like you have more damaged than good, and your repair/restore costs might approach that of a total replacement.
