To try to answer your above question, I'm not an expert here, but I believe glazing refers to actually baking the enamel finish onto the underlying substrate (cast iron, steel, ceramic, etc), which is how the tubs come from the factory (or how tile are glazed). This is not to be confused with 'glazing' as it refers to installing a window pane and holding it in place with glazing compound (sometimes construction terms can get a little mixed up :-)
Refinish means simply to prepare the old finish (by sanding and cleaning and perhaps etching) and then applying a new finish on top.
