And you will get various opinions. The "Dr. Basement" indicates the only time to install plastic against the wall is if it is part of a drainage system. If your walls are normally dry, he says leave it off.
What I would do to play it safe is use rigid foam insulation, not fiberglass batting. You may also want to consider using "green board" instead of normal drywall.
