It is not the recommended way because,
1) the new tiles will be stuck to the old and some times it appears like the old tiles are down good but aren't.
2) those type tiles get waxed and the new won't stick right with out stripping the wax off and being sure it is all off.

If they are peel and stick tiles, the tiles aren't always permenant. So do what ever you want.
