tile roof installation

I have a small leak in my kitchen. That part of the roof has a pitch. I was told by roofers that the builders used a cheap grade of felt paper and that the tile were installed incorrectly. Most weren't nailed down and the one that were had the wrong size nails (too small). Therefore high winds misplaced them. They also said that they should have had somekind of clay or mud in areas (?).
I can't afford to replace the whole roof or even professionally repair the one area thats needed ($2300.00) My family wants to repair it. They were told to remove tiles from the top to bottom then place paper down and nail or staple. Then to replace tiles from bottom to top. Is this correct? Please let us know what to do as El Nino is coming, infact we spect rain tomorrow nite.
