There is a new product on the market made to bond paint to metal, plastic, tile and other products according to an item in Wood magazine, February 2001 issue. One of the tests that they did was to use it before painting glazed ceramic tile and they report good results. The product is Bond+Aid and it is marketed by Wm. Barr Branded Sales. Since this is the company that distributes Citristrip, Klean Strip and many other products it should be at home centers soon.
On the test that they did with tile, they reported that the paint adhered much better than painting directly over the tile. They also said that a healthy scratch with a car key or screwdriver would scratch off the paint.
I think that I would use this product if I really wanted to paint tile but I would not paint laminates like Formica, with or without the bonding agent. The chance for paint flakes to get in food is just too great as is the opportunity to scratch the paint with kitchen knives and other utensils.
