Hector, normally a tub would be installed first, and the floor would be cut to fit around the tub. However, it may be easier for you to set your floor first, and allow the tile to go under the edge of the tub, rather than having to cut the tile to fit. If you do this, be sure you provide for the added tile thickness in all the support areas under the tub, too.

I would let my access panel make the decision for going up to or under; if tile butted to the front would give you problems operating the access panel, then set the tub on top of the tile.
