Tile Grout

We have recently had a new master bathroom floor installed and a new laundry room floor installed by a professional tile man through our contractor. However, the grout seems "chalky" whenever I wash the floor. If you get the grout wet and then scrub it with a 3M pad it starts to wash out and my wash water becomes cloudy and gritty with the sand from the grout. The grout was installed weeks ago and supposedly sealed. Is it possible that it needs more sealant? What exactly is sealant for? I always thought you sealed grout only to prevent staining and not to make the grout any harder. Am I right or wrong?
