I'm just guessing that they may be concerned about too many layers can cause some later buckling problems or more than likely, the particle board when it gets wet (and tile isn't waterproof) it expands, buckles, and crumbles easily. The osb and plywood is better than particle board in that regard. I've replaced some particle board in trailers and it is a mess when it gets wet.

By the way, how and what do you use to calculate the deflection factor.
