Three-Way Switch problem

We just built a workroom addition onto our home. On one corner we installed an outside fixture with a light switch below. We are trying to wire this so that the light can be turned on or off from inside the workroom. Both switches have power, but the outside switch will work only when the inside switch is in the "down" position, and the inside switch won't work without a "jumper" wire bypassing the terminals, which shouldn't work at all! HELP! We've already wasted three days trying to figure this out, and we used schematics pulled from the Internet and one drawn up for us by an electrician. Everything appears to be wired correctly, and both switches are getting power. Any suggestions?
