I know this can be done legally in most places. What matters is the strength. I'm pretty certain that you need posts and a top rail of a certain strength, and probably a strong bottom rail up about 4" from the deck. Beyond this info, the details would depend on meeting strength requirements and approval of inspector. There are fairly stable plastics available that shouldn't yellow or haze too quickly. Beyond standard plexi the price goes up though for stronger or more stable plastics.

A more standard option might be a regular post and top/bottom railing but use 1/4" or 3/8" steel or iron ballusters. These would only block approx. 6% of your view, spaced at 4" o.c.
