Probably can be done, but for how much $$$? You need to talk to your building inspector and an architect/structural engineer to work it out.

You would need a serious floor for your garage, maybe a stuctural slab, in order to carry the weight of a car. Also, as the others said there is a serious fire safety issue of preventing any fuel leaks from getting through into the living space below. I have seen simple warehouse setups where they use pre-cast reinforced concrete sections to span a couple bays. Probably the cheapest way to go but you would need a crane to put them in place. Maybe an architect could design one with double or triple TGI's or plywood floor trusses and then pour a lightweight slab over it - just guessing. You are running up against the cost vs. value issue where you might be spending more than it is worth. All you will get is basement space which isn't really worth much for resale. good luck...
