I'm so cheap I bought a couple of those Mexican made "no name" 1.5 or 1.6 gal flushers at Home Despot and they work fine. Its a bit of a "crap shoot" (pun intended) finding a low flow toilet that works well. I have modified some to work better myself, but I am good at that kind of thing. I would go with what you either see works at someone elses house or with a specific recommendation such as Dodgeman's. In older houses it is common for a slow drainer to be caused by a blocked pipe or maybe a clogged (or no) roof stack vent near the toilet. I would remove toilet, have that line roto rootered, or checked by a plumber, or you could very easily have the problem no matter what toilet you put there. If they clear the line then maybe you don't need a new toilet at all...
