My first inclination it to tell you to move to a different house. :o)

You could try using Barrier primers such as BIN primer, but I'm not certain that it will help. The mildew, if it's on walls, ceiling, and trim, can be defeated with mildew proof paints like PermaWhite from Zinnser or Benjamin Moore's Kitchen and bath paint. The dampness is another issue. Ventilation is usually the way to deal with moisture problems. Block houses are naturally damp. Someone else here, may have a good suggestion, but I have no idea how you could deal with it.
