Shingles are usually ok down to 4/12 pitch. If you don't have any leaks inside the house then you probably have a problem at the roof edge.

Dumb question: Assuming you have gutters, are the downspouts clear? If the gutters are full and overflowing then it can back up into the soffit.

If you are certain this is not the case then examine your drip edge (assuming you have drip edge). Check that the water is coming off the roof and dripping off, free of the soffit. If all seems ok, then maybe you had some damage to your shingles due to ice dams this winter. If this is the case then you might need to strip a few courses of shingles off, along with the drip edge, replace the drip edge, and put down the sticky membrane and then re shingle. Then fix your roof venting problem that created the ice dams in the first place or it will all happen over again. This is just one possibility - I can't see it from here...
